training package is comprised to achieve a complete and functioning utility to
address complete and utter compliance of the Operator Qualification Final Rule.
The training program shall include the following topics:
1. Covered
tasks as related to the CFR 49, Part 192 so described in the Operator
Qualification Final Rule. 2. Engineering
safe practices. 3. Operating
and Maintenance Procedures. 4. Emergency
Procedures. 5. Dispatchers
accountability to gas operator emergency responding personnel. (Control Room,
SCADA, Police and Fire, 911 and 311, pager systems, cell phone systems, after
hours dispatching personnel.) 6. Code issues
as related to the continued safe operation of the pipeline facility. Addressed
in the code training phases are as follows:
a. SBCCI (Standard Gas Code 88, 94, 99).
b. NFPA 54/ANSI Z223.1 (National Fire Protection Association 54) high-pressure
natural gas issues.
c. International Fuel Gas Code 2000
d. Pipeline Safety Regulation/CFR 49 7. Service
policy agreements consumer/gas operator. 8. Engineering
standards and system operations/measurement. 9. Policy and
procedures as related to service agreements. NOTE: Our goal
is to provide accountability awareness and qualification for the gas operator in
order to address and provide public safety. Providing the gas operator with the
knowledge needed to coordinate the operations of the utility and address all
concerns. The comprehensive training and evaluation of the operator is
imperative in order to satisfy the intent of the Operator Qualification Final
Rule. The "Rule" was designed to aide and assist the gas operator and
the consumer as well as provide the public with a responding qualified work
force. This is a law we can all live with and benefit from for years to come.

operations and scheduling of the program. Evaluation schedules shall always
accommodate the Operator’s schedule.
OPERATING
AND MAINTENANCE PROCEDURE MANUAL We also offer
a customized setup of the Gas Operator’s Operating and Maintenance Manual (O
& M) as well as a separate and detailed Emergency Procedures plan for the
operator and all personnel. The manuals are complete and customized to the gas
operator’s gas system. The manuals are also used as training manuals for
emergency response to emergency conditions as they arise. The "Emergency
Procedure Manual" can be used as a troubleshooting flow table in addressing
emergency conditions. Tri-State will provide updates and changes for the operator’s
manuals at no charge to the operator. As new changes to utility safe gas
practices or regulatory issues are made, the administrator will send out news
letters as well as the changes to be placed in the operator’s manuals. We keep
you informed. All the operator is required to do is the annual review of his/her
O & M and Emergency Procedures as required through local, state and federal
offices. If there are any changes to the manuals the operator will then notify
the Tri-State Training &Development Administrator of the changes at which
point the changes will be sent to the operator. If the manuals are lost or
damaged Tri-State will reissue the manuals to the operator at a maintenance cost
